Most are normally in normal categories with Japanese specific packages
prepended with "ja-".  The only likely detractor from that is
pkgsrc/inputmethod

Why is that a problem?

Look through  pkgsrc/mk/bsd.pkg.defaults.mk  for /etc/mk.conf settable variables.
