Not completely true.  There are some motherboards that will not allow
a PCI card to be the primary display controller.  For example, some
models of Compaq and IBM Netfinity, have the PCI slots on the other
side of a bridge or two and the BIOS in these machines isn't smart 
enough to call the VGA BIOS on a PCI card on the other side of a 
bridge. Consequently, you're stuck with the AGP as your primary 
display controller, which sucks if you're trying to use a PCI serial
console card...
