Sometimes you can paint enamel over lacquer,
but not the other way around. Solvent in lacquer
will often lift enamel and crinkle the finish.

(Found that out in the Navy...after stenciling
fifty underwater mines. Oops. But not as bad
an oops as them forgetting to tell me not to
sandblast around the fill caps.  :-)

Best to stick with only one or the other.

Cheap way is:

1. Sand first, lots of tinky circle motions.
2. Prime.
3. Flat black 2nd (maybe also 3rd) coat.
4. Clear final overcoat.

Flat black dries quick and seldom runs.

Clear final adds just a little gloss and
the illusion of depth.

Looks pretty decent and costs very little.
You can do it in your garage.
