You should also be able to do:
startx icewm
or:
startx startkde

It does not need a WM. What is the error?
For example, many just have it start up an xterm.

Almost all X terminals have scrollbars (so you don't need KDE's konsole).
Or you could just use konsole under icewm.
With xterm use the -sb switch. Look at the xterm man page; it has many
options for scrollbars and scrolling.
