Especially since there is no documentation I (or google) could find.
I finally discovered that I needed to add:

define(`confCLIENT_OPTIONS', `Address=0.0.0.0, Modifiers=h')dnl

but had to read the source to find that out, and there are far
to many levels of indirection between the m4 line and the code
that actually does something.
