If all else fails (setting CVSROOT, etc.), then try:

cvs -d :pserver:anoncvs@anoncvs.netbsd.org:/cvsroot login
(enter anoncvs as password when prompted)
cvs -d :pserver:anoncvs@anoncvs.netbsd.org:/cvsroot
