No doubt because it's not ready yet. Different volunteers build
various ports. When releng deems it complete, the permissions are
changed, then typically a week is given for the mirrors to catch up,
then the announcement is made. It's not a "release" until the
announcement is made. (The announcement hasn't been made.)

It's possible to get NetBSD 1.5.3 now, by checking out the source with
the "netbsd-1-5-PATCH003" tag, or supping "netbsd-1-5", and building
yourself, but keep in mind that it's not truly finished yet.
