If the following two don't match, I'd say the option was not working.
	grep -i autorepeat /etc/X11/XF86Config
	xset q | grep 'auto repeat delay:'

Do they match on your system?  They do not on mine:

$ grep -i autorepeat /etc/X11/XF86Config
    Option      "AutoRepeat"    "200 30"

$ xset q | grep 'auto repeat delay:'
      auto repeat delay:  660    repeat rate:  25
