Subject: Help for "can not find install-sh..."

On my 1.5.2-i386 system I've used make fetch-list to download the
source files that I need to load some packages.
For some packages that I try to make, I see  "can not find install-sh
or install.sh in scripts ./scripts cp:*.c: No such file or directory"
I don't know what this means or how to fix it.

Does it have anything to do with GNU libs?
