(a) Read /usr/pkgsrc/Packages.txt
(b) # cd /usr/pkgsrc; make readme
(c) be prepared to wait a long time...

Personally, I don't bother building the README.html files locally.  If I
feel the need to look at them I just go to
ftp://ftp.netbsd.org/pub/NetBSD/packages/pkgsrc/.  While the on-line
README.html file is sometimes out of sync with the package, it's still not
worth it (to me) to spend the time to build them locally.
