Suggestion, get /usr/xsrc and compile XFree yourself. You'll get the
latest NetBSD fixes...

I had similar difficulties in fvwm2, the problem was(Or was it? I can't
remeber anymore!) in XFree's 3-button emulation (which is now fixed in
/usr/xsrc).

So my suggestion is this:

# export CVSROOT=":pserver:anoncvs@anoncvs.netbsd.org:/cvsroot"
# cd /usr
# cvs co -P xsrc

# echo USE_XF86_4=YES >> /etc/mk.conf
# cd /usr/xsrc
# make build
# make distclean
