That "is not set properly" is from /etc/rc.subr. It happens when variable
is not set to "yes" or "no" (or "Yes" or "on" or "1", etc.).

Are you using /usr/pkg//etc/rc.d/cupsd (or that cupsd script)?

Did you set "cupsd=YES" in your /etc/rc.conf?
