Google can give you some ideas.

jdsample is "part of the Independent JPEG Group's software" and contains
"upsampling routines."

It appears to be used by qt and KDE 1.x.

The jdsample code is included in the libjpeg.so libraries.

Anyways, you didn't mention what packages asked for it. What packages
asked for it?
