        The ETCP protocol is was interested in for satellite comms is not
the one I mentioned on the ucla page. That it seems is another ETCP. The
ETCP implementation I am after is (apparently) described in draft-ietf-
pilc-pep-02.txt (March 2000). From what I guess, it sort of encapsulates
TCP in UDP to handle lossy networks and high levels of delay in a better
fashion. Is there any implementation on NetBSD or some open source project
anywhere?
