Well, of course the answer was much simpler than I thought.  So JFTR,
here it is:

Racoon claimed that blowfish-encryption (or any other encryption) was
not supported b/c, obivously, it *wasn't* compiled into the kernel!
D'uh.  I had compiled IPSEC in, but did not include IPSEC_ESP.  Once
that was enabled, racoon did it's job quite nicely.

It always is the most obvious, isn't it?
