NetBSD is a complete OS: kernel and commands.  In general you want to
upgrade the commands as well as the kernel to get the full benefits of
the newer OS release.

Some platforms including i386 converted from a.out to ELF with the
NetBSD 1.5 release.  In this case, you really do want to upgrade the
whole OS, and indeed you may want to recompile most of your
applications too, eventually.

Lastly, the latest release is 1.5.2. I would recommend that you use
it in preference to 1.5.
