That really depends on what you mean. If you truly want a
Cyrillic locale (as in, Russian keyboard support and fonts in
console, translated error message, etc...) then I'm afraid you
may be out of luck. I haven't actually looked at this in a while,
but I don't believe any Cyrillic language support exists yet.
On the other hand, if all you need is to get it working under X,
then this can be done. I'd start by taking a look at
http://www.siber.org/sib/russify/x-windows/
