I don't know about a Master-Server but have wondered about newsgroups such as
muc.lists.netbsd.help and muc.lists.netbsd.users, among others, have wondered

meaning moderated, in the newsgroups listing downloaded from the news server.
These apparent newsgroups sometimes show in the headers of messages on the
emailing lists, such as (note the X-Newsgroups: line)
