Yeah - the CDs don't contain pkgs that belong together on the same CDs. 
Check the errors you see, and install the pkgs that cannot be found from
the other CD. 

BTW there's a 3-CD-set of 1.5.1/i386 pkgs that should work fine on
1.5, too. ftp.netbsd.org:/pub/NetBSD/iso/1.5.1/ (the 1.5 ones there
are the same as the Wasabi ones AFAIK).
