The manual is not clear.  Both _should_ work as I read this:
       $HOME/.nexrc
              1st  choice for user's home directory startup file.

       $HOME/.exrc
              2nd choice for user's home directory startup  file.

I copied .exrc to .nexrc, and it still doesn't work.  Some other problem.
