Subject: can't installboot

Had no trouble doing installboot just a few weeks ago, but now on 1.5.1
I get the following.  Any ideas what could cause this?

    # /usr/mdec/installboot /usr/mdec/biosboot_com0_38400.sym /dev/rwd0a
    installboot: open raw partition RW: Device busy
    renaming //boot.bak -> //boot
