What do you mean by a ``service''? Your description is so vague that it
could be almost anything. You do mention programs, so probably you are
talking about software. But what kind of software? If you can't say what
the software will do, for some reason, can you at least compare it to
existing software that either ships with NetBSD or that is available in
pkgsrc?
As for differences between NetBSD and other UNIX/UNIX-likesystems...
Well, it depends upon what you are going to be doing with it. (And what
you are already familiar with, from other systems.)
Hopefully, you will be able to get the information that you need. If you
can say more about what you are doing, there's a chance that I may be able
to provide you with some of that information...
