I'm sure you're right about the Winmodem in which case you are out of luck.

I don't think anyone is planning to work on Winmodem support in the near
future.  The 'linmodems.com' folks are certainly making some progress, but I
imagine there would be a fair amount of work involved to port it to NetBSD.
