Because the changes were ported from FreeBSD, which also uses Scroll Lock as
a scrolling toggle.  Note that you don't hold Scroll Lock while pressing
PgUp/PgDn--Scroll Lock is used as a mode-toggle between normal function
(off) and scrolling mode (on).
