I set up some accounts that have chroot entries in /etc/ftpchroot

I set a umask of 022 in /etc/ftpd.conf, which ensures files are
created -rw-r--r--, but only if you don't get ftpchrooted.

When these ftpchroot accounts upload, the file is created -rw-r-----.  This
might not be a problem, but these are files to be accessed by the apache
server, which is started as user nobody of group nobody.  I have added
nobody to the "users" group and could change nobody's primary gid to the
"users" group,  but this seems like rather hackish way of doing things,
though that's not always stopped me in the past :-)

I went as far as to put a ftpd.conf file in each of these users ~/etc
directory!  No luck.

Is this a bug, default behavior, or just something no one has ever really
needed to do?

Ideas, thoughts?
