installed and extracted

ftp://ftp.netbsd.org/pub/NetBSD/packages/pkgsrc.tar.gz

and then attempted to 'make' openssh in its directory and I get an 
fatal error saying

../../mk/bsd.prefs.mk", line 87: Could not find bsd.own.mk

bsd.prefs.mk is in the mk folder but I can't find any reference to bsd.own.mk.

Doing some research,  other BSD OS's are supposed to have this 
bsd.own.mk in their mk folder so I must wonder if my install of 
pkgsrc went bad.
