What is the correct way to setup the /etc/ifconfig.* for a single card to
host multipule IPs?

Try:

inet alias <alt. address>

(or:
 ifconfig ne0 inet alias 10.0.0.5 netmask 255.0.0.0
 )

To view an interface's aliases, you need to run ifconfig with the
-A option.
