If that doesn't help try adding:

options         PCIC_ISA_ALLOC_IOBASE=0x500
options         PCIC_ISA_ALLOC_IOSIZE=0x100

Your gsm card may be clashing with some existing hardware which was a
problem I had with my wavelans.
