It's not only ssh, but any(?) program which starts
DoD. ssh was only an example (in fact, a not so good
example as it would do DNS lookups). tcpdump -i isp0
does not show any tcp activity just some (lcp?) traffic
during sppp setup.

Other examples:

    ping -n a.b.c.d  (i.e. IP address, not hostname)

    telnet -N a.b.c.d

Again, no traffic visible with tcpdump (and of course the
ping/telnet program does not get any response.
