When I run the m4 file with "FEATURE(virtusertable)dnl", it comes out
looking like this:

# Virtual user table (maps incoming users)
Kvirtuser hash -o /etc/virtusertable

Maybe try that. The "rules" part comes out the same as the for the
distribution file.
