That's it! I noticed that when I killed xdm and ran Login.app by it's self it launched on the console but would't run remotely.

Then Login.app isn't for me.  I want to change the look of the login screen presented by xdm, local and remote.
You know, maybe replace the that plain white panel with a picture with a logo and an icon on it.

On NeXT boxes you can replace the logim panel to any number of themes etc.

Look at /etc/rc.conf and /etc/rc   Thats how netbsd launches xdm.  If you wish
to replace xdm with something else, just copy the relevant bits to
/etc/rc.local and modify to your liking.  Then turn /etc/rc.conf xdm=YES to NO.
