What version of Mkfs are you using?  Version 1.3 or higher (i.e. 1.4) 
should support creating NetBSD partitions out of just about any kind of 
partition.  Get Mkfs 1.4 and see how it goes.

Since the APS formatter is basically commercial software being somewhat 
illegally distributed, it's not too surprising that you can't find it 
anymore.
