I'm only going to concentrate on the IDE/BusLogic problems.
Which version of NetBSD are you running, and what architecture?
NetBSD 1.1, for i386? If you aren't running 1.1, I strongly recommend
you upgrade; I am currently using an IDE disk and a BusLogic 445 (VLB)
controller with a Quantum LPS340, Toshiba XM-3301 CD-ROM, and
(occasionally) one of various tape drives. The system has been rock
solid for me, at least.
