nope.  can't be; it affects the permissions of all files
no matter what process creates them; it can't be the shell
doing it.

there is a umask -command- in the shell (some of them, anyway)
that sets the umask for the shell process; descendants of the
shell inherit the umask, but have their own copy and can change
it if they wish.  it's much the same as with user ids, current
directories, the environment...
