Try adding the 'local' flag to /etc/ttys on the appropriate line, and 
then running ttyflags -a from the command line.

You might also consider getting C-Kermit 5A(190) from the NetBSD 
archives, or from kermit.columbia.edu.  This version works well with 
NetBSD as a general communications tool.
