protocols(5)

Hi,

protocols(5) references "the DARPA Internet", which,
at this point in time, seems outdated.  I'd like to
propose to update the manual page to better describe
the meaning of the entries in that file as well as to
reference the relevant RFCs as indicated in the
attached diff.

(I'd be tempted to also include a pointer to
https://www.iana.org/assignments/protocol-numbers/ as
the authoritative source, but don't want to add a URL
that may change with time.)
