So, you don't understand it implies it's broken?

It's actually very easy; each branch starts with a certain tag; netbsd-x-ba=
se
tags (on HEAD) for netbsd-x major branches and netbsd-x-y-RELEASE tags (on
those major branches) for netbsd-x-y security branches.  No magic involved,
and it works very well for us (releng) as well as other users.
