There is no fundamental opposition to build htdocs on nbwww. There is
opposition to (a) install X on nbwww and (b) build htdocs _as is_ on
nbwww due to load contraints.[1]
Both (a) and (b) are very understandable.

[1] Another issue that keeps us from building htdocs on nbwww is how to
deal with mirrors, but that is tangential for this discussion.
