config was moved from /usr/sbin to /usr/bin, thus it is no longer in
section 8.

Look at files it parses like sys/conf/files etc. and you'll start to
see what the issue is.

Config is a big subsystem and there is literally nothing to document
it but a half-written paper done by the author over a decade ago (and
the source for the paper is long lost). We keep making interesting
changes but there is no documentation... :(
