That most XML files appear in DOCS was caused by the fact that XMLDOCS
appeared (some time this year) well after the conversion to XML started
(late in 2003, I think).

My reason for not doing the mass-change was that it changes nothing visibly
on the web site and we could convert them over time when we worked on the
Makefiles or XML files anyway.

If nobody objects on netbsd-docs you can probably do it.
