I don't think you will see that anytime soon, if at all.
If NetBSD changed the format there would be a need to have appropriate
tools for XML processing in the base system. As far as I know many
(most? all?) of the available tools have an incompatible license and/or
are huge beasts. The former point is a show-stopper, the latter causes
much debate.
