Initial NetBSD-CI reports set up

Hi all,

The -current testbeds listed in the "Official test runs" section of
https://releng.netbsd.org/test-results.html are now configured to send
mail to NetBSD-CI@ about failures to build, to install, or to run the
ATF tests to completion.  Some of them will also send mail about new
failures of individual ATF test cases that don't look random.

The reports that the i386 testbed has been sending to current-users@
continue as before, and are currently not duplicated on NetBSD-CI@.
Reports about i386 install failures or failures to run the i386
tests to completion, which have not been sent to current-users, are
now sent to NetBSD-CI@.

Failures on release branches are reported directly to releng@ as before,
and are currently not duplicated on NetBSD-CI@.

If duplicating the current-users and releng mails on NetBSD-CI is
desired, that can be done but will require fixing some bugs in bracket
so that it can send mails with multiple recipients.
