I selected "Full installation" in sysinst and it did not install all the sets. If I select the missing sets manually, then they install.
>How-To-Repeat:
Write the "build.sh ... install-image" image to a usb thumbdrive and boot off of it.
When sysinst starts, drop into the shell and wipe the partition that you want to install to, perhaps using newfs. This step is important because sysinst will not wipe your file system when it installs NetBSD, so old files will be left over.
Proceed with the install: select "Full installation" and "Install to preconfigured wedges" to use the wiped partition.
When install finishes, boot into the new system and run "ls /etc/mtree".
Notice that the directory contents are as follows:

Note that, at least, all the X11 sets are missing.
