 The fix for this is now in the NetBSD 11 branch
 pullup queue, as "[pullup-11 #463] PR bin/60715 fix for zic(8)"
 
 I used the simple fix (thanks for supplying that) rather than
 attempting a full zic pullup (tzcode is generally never updated
 in released versions of NetBSD, just tzdata).
 
 I will close this PR once the pullup has been processed.
