Potential fix installed in HEAD.   Since determining if it works or not
requires simply waiting (for a potentially unbounded period) to see if
the issue is observed again, allow this PR to languish in feedback state
until either the fix is determined to not work (problem observed again),
or until someone gets bored with this PR still being open in a decade or
two and decides to close it.
