Turns out this had already been fixed in netbsd-10 by ticket #140!
But the fix was lost in a gcc update.  And it wasn't applied to
netbsd-9.  So:

pullup-10 #140 https://releng.netbsd.org/cgi-bin/req-10.cgi?show=140
fixed in HEAD before netbsd-11 branch
