 This is quite possibly the same as PR kern/59465, which is probably the
 same as PR kern/59339. riastradh@ made a related commit yesterday

 (though due to some bug in the scripting that ties commits to Gnats
 PRs, most of the affected PRs never got an update mentioning this).
 
 If you're looking at the last ("v6") patch in PR kern/59339, note it no
 longer applies as-is because of other changes made yesterday in HEAD, as
 the tstohz() function moved files

 I guess we'd have to ask riastradh@ (CCed) if the patching to
 kern_time.c is still relevant for testing?
