This meta element was actually introduced with rev. 1.78 webpage.xsl
 and rev 1.25 errorpage.xsl in 2020-07-27:
 https://cvsweb.netbsd.org/bsdweb.cgi/htdocs/share/xsl/webpage.xsl.diff?r1=
 =3D1.77;r2=3D1.78;f=3Dh
 https://cvsweb.netbsd.org/bsdweb.cgi/htdocs/share/xsl/errorpage.xsl.diff?r1=
 =3D1.24;r2=3D1.25;f=3Dh

I can see it in wayback archived pages since then. It was just a wrong
 placement to introduce the element.
