I don't think any material fix has been applied. The commit you're
referencing is cosmetic, to do with formatting fixes for tpm(4) dmesg
output that Taylor noticed when reviewing your feedback. (I happen to
quite co-incidentally have made an equivalent change to sdmmc(4)
yesterday.)
I can reproduce this issue with a laptop that I have, too. Similarly,
some USB devices do get restored correctly, but the built-in keyboard
and trackpad do not. Last I tried with -current it was still an issue,
though admittedly that was months ago.
