Running update builds after the CTF tools update from yesterday leads to
multiple places erroring out like this:

ERROR: nbctfmerge: argon2_utils.o: Unknown CTF type 31 (#73) at 0x2ba
ERROR: nbctfmerge: PlatformCommon.o: Unknown CTF type 31 (#973) at 0x24fe

>How-To-Repeat:

build -u with pre-existing objects from last week

>Fix:
Check if this is a merge botch or bug in the new tools and then fix
that or add a note to UPDATING that we need a clean build for the new
CTF stuff.
